These jeans are vanity sized by 2 inches in the waist.
For example: 30 32 inch waist, 34 36 inch waist, etc.
Generally speaking Levi jeans are vanity sized by 1 inch only. I actually perfer them to be vanity sized by 2 inches for the following reason; It allows one to size down further in aim of getting a slimmer fit in the thigh, knee and leg opening. I myself purchased these in both a 32 and 33 (I'm a true 34 waist, 5'9 160 pounds). The 33 gave me a fit similar to my LVC 1954's- some what slim with a tappered leg. The 32 gave me a much slimmer fit.
In summary:
The 521 is more or less a 514 with a tapered leg (511 like) with a higher rise (I would say 1 inch higher than your typical 511 jean). I would suggest that you size down at least 1, but if your looking for something truly slim size down 2. You could also buy your true waist size, but you'll need a belt and remember the fit will be baggier.

These jeans are my first Levi jean purchase ever. I was looking for a reasonably priced pair of jeans that had a slim fit from the knee down, but didn't fit tight in the other areas. These are the perfect of both worlds. The jean bottoms have a narrow opening of 14 inches or so, and now they don't drag on the ground. The seat and other areas are a little bit tighter that I"m use to, but I really like the overall fit.
As for the comments on the "vanity" fit, I don't totally agree. I purchased two pairs of 36x30 (as I'm more like a 35x30) and they fit like any other jean in the waste. I even measured both pairs and they came out to 35 and 36 on the dot. Maybe when you buy the other sizes you have this issue, but I didn't have that problem. I guess the fact that one was an inch smaller proves the point, but I've found with ANY jean brand, no two pairs of the same size are actually the same size. When shopping at stores like Gap or Guess, you can hold up 3 of the same pairs and have slightly different sizes in each.
Either way, I'd say order your size and return for a different size (with free returns).
UPDATE 2/21/2012
I came back online to order a couple more pairs of these jeans to see that they are now listed as Relaxed Fit Taper, 508. This had me worried. I found that Amazon still listed the 521 Slim Tapered elsewhere. I decided to do an experiment and order two pairs of the Tandem, one of the 508's and one of the 521's. They arrived and BOTH still read 521! I don't really understand why Amazon changed this to 508. As it turns out, one was much smaller than the other and I think it is a result of the tandum, which it appears runs larger (especially in the seat of the pants). I will return the 508's (or really just mislabeled 521's) and buy a different color of the 521's, which I have more faith in. Amazon really should clear this up, as this is sort of false advertising!
